The Municipality of Messines adopted a contract management bylaw at the regular meeting held on May 16, 2018.

The main objective of such a bylaw is to provide measures for the contracts granted by the Municipality and thereby contributes to promoting transparency in the granting of municipal contracts and assures citizens that these are awarded in compliance with the rules governing this type of transaction for the acquisition of goods and services, and this, in accordance with Article 938.1.2 of the Municipal Code.

About the SEAO
The "Système électronique d'appels d'offres" (SEAO) is a system accessible via the Internet that brings together the various public procurement notices of most of Quebec's contracting authorities.

Suppliers interested in public contracts can consult the published notices and obtain the related documents.

The notices published on the site come from the ministries and other public organizations of Quebec, namely the ministries and public organizations of the government administration, the organizations of the education network, the organizations of the health and social services network as well as the municipalities and other municipal organizations.

In accordance with the Quebec Municipal Code, the Municipality of Messines adopted at its regular meeting of May 1, 2019, a procedure for the receipt and examination of complaints made in connection with the awarding of a contract following a request for public bids or the awarding of a sole-source contract involving an expenditure equal to or greater than the minimum threshold for requesting a public bid.  To consult the procedure, click on the following link: (available in French only)

Only an interested person or group of persons interested in participating in a current adjudication process or their representative may file a complaint with respect to that process.

How and when to submit a complaint

  • All complaints must be sent electronically to the designated person in charge, the Director General at the following e-mail address: This email address is being protected from spambots. You need JavaScript enabled to view it.
  • It must be presented on the form determined by the Autorité des marchés publics available on its website.
  • It must be received by the designated official no later than the deadline for receipt of complaints indicated on the SEAO
